Assessment of the credit policy of banks in relation to small and medium-sized business subjects in the Russian Federation

Abstract

The article examines the main approaches developed by banks in the process of lending to small and medium-sized businesses in the Russian Federation. Existing approaches developed by banks in the process of lending to small and medium-sized businesses in the Russian Federation are considered. The volume of loans granted to small and medium-sized businesses in Russia in 2014–2016 by credit institutions is presented. The do analysis of the average weighted interest rates on loans of small and medium-sized enterprises, in rubles of the specified maturity, was issued in the Russian Federation in 2016. The view volume of overdue debt in the process of lending to small and medium-sized businesses (hereinafter SMEs) in the territory of the Russian Federation in 2015-2016 is reflected. The share of loans granted to small and medium-sized businesses in the total amount of loans extended to SMEs in the territory of the Russian Federation in 2014-2016 is indicated. Based on the results of the analysis, the conclusions on the dynamics of indicators are substantiated and the reasons restraining the development of lending by banks to small and medium-sized businesses in the Russian Federation are revealed.

Features of the current situation in the process of lending to banks of small and medium-sized businesses in 2017 are presented. It was noted that in 2017, the market for loans to SMEs was noticeably quickened and this was influenced by more predictable market behavior: the predicted change in the ruble exchange rate without sudden fluctuations; state programs aimed at supporting specific industries of SMEs; decrease in rates on credit programs by banks for small and medium-sized businesses and increase in lending; simplifying the procedures for obtaining loans. Presented are forecasts of the development of the process of lending to banks of small and medium-sized businesses in 2018. The view factors that will affect this in the future period are reflected: the rate of recovery of the economy as a whole; positive dynamics of the key rate of the Bank of Russia; further reduction of interest rates on loans by banks; reduction of fiscal and administrative burden on small and medium-sized enterprises in the Russian Federation; further development of the lending strategy for SMEs in the Russian Federation until 2030 at the state level.
